The Physically / Health Impaired Itinerant Program and the Visually Impaired Itinerant
Program, two of the Focus Programs, serve students (aged 3 through 21) in their local
school district, home (for home-bound students) or other special-education environments.
As Low-Incidence Programs, these Echo Programs provides service to students with
complex disabilities throughout a multi-cooperative region in their least-restrictive
educational environment.
These itinerant programs serve students who have physical, health or vision disabilities
via expert, highly qualified educators. Direct services to students and consultative
services to their staff are provided as specified by the educational IEP team. Often these
services provide the critical elements of support that afford the student potential for
success within their learning environments or that support their educators in the
approaches that will best allow the students to achieve maximal success. The Vision
Itinerant program, in coordination with outside agencies, provides low-vision clinics for
support to students with visual impairments throughout the region.
Orientation and mobility expertise/supports for itinerant vision students, and physical
therapy for itinerant physically or health impaired students, are available as specified by
the IEP team. Consultations on appropriate assistive technology and learning materials
and on transition services may be available when needed by the itinerant student’s
educational IEP team. Often materials may be procured for loan to the student through
state resources or via materials owned by the P/HI or VI Itinerant Programs. An Assistive
Technology Evaluative Consultation accomplished by the Itinerant staff, when requested
by the IEP team, may allow for a loan of an available item for a trial period, through the
ECHO Assistive Technology Loan Library. Assistive technology implementation may
be supported by direct or consultative itinerant P/HI or VI service to maximize student
independence and learning opportunities. In the P/HI and VI Itinerant Programs all
services are provided with caring expertise by invested specialized educators to allow
optimal outcomes.
